Opportunity Information: Apply for WAW PAS AEIF 2020

The Poland Alumni Engagement Innovation Fund (AEIF) 2020 Competition was a small-grants opportunity run through the U.S. Mission to Poland and funded by the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) in Washington, DC. The program was tightly focused on one required theme: women in peace, security, and governance. Projects had to clearly and directly address this area, and proposals that did not align with the theme as described in the program objectives were considered ineligible and would not move forward for consideration. Another key constraint was geographic: all project activities had to take place outside the United States and its territories.

In terms of award size, the fund was designed for relatively modest, targeted initiatives. Individual awards were expected to fall between USD 5,000 and USD 25,000, with the award ceiling set at USD 25,000. The funding instrument type was a grant, and the opportunity was categorized as discretionary assistance under CFDA 19.022.

Eligibility was centered on exchange alumni. Applicants had to be alumni of a U.S. government-funded exchange program listed on the State Department alumni site or alumni of a U.S. government-sponsored exchange program associated with the J-1 visa program. Applications had to be submitted by the alumni themselves rather than by organizations, and project teams were required to include at least two alumni (so individual, solo applications did not meet the stated requirement). Teams could be mixed across different exchange programs and could also include alumni from different countries, which allowed for cross-program and cross-border collaboration.

There was one specific citizenship restriction on who could serve as the submitting applicant: U.S. citizen alumni were not allowed to submit proposals as the lead applicant. However, U.S. citizen alumni could still participate as members of a project team, meaning they could contribute expertise or support implementation without being the official applicant.

While organizations such as nonprofits, NGOs, think tanks, and academic institutions could be involved, they could not apply in their own name for this opportunity. Instead, they were allowed to serve as implementing partners supporting project activities, with the exchange alumni remaining the official applicants. Administrative requirements also depended on how the grant would be processed: if the award was made to an individual, that person did not need a DUNS number or SAM.gov registration. If, however, the grant was processed through a partner organization, that organization needed a unique entity identifier (historically referenced here as a DUNS number) and an active registration in SAM.gov.

Finally, participating organizations were expected to adhere to equal opportunity employment practices and to provide services to beneficiaries without discrimination, including on the basis of race, religion, ethnicity, gender, sexual orientation, or political affiliation. Overall, the competition was structured to mobilize U.S. exchange alumni networks to design and deliver practical, on-the-ground projects advancing women's roles and participation in peace, security, and governance in locations outside the United States.
