English Language Learning and Global Education proposals are expected to strengthen English teaching and learning, including teacher training, programs tailored to specific audiences, and efforts that build linkages between American and Brazilian higher education and research institutions, scholars, and students. Democratic Values projects should reinforce civil society and promote human rights, diversity, inclusion, rule of law, press freedom, and other core democratic principles. Innovation and Entrepreneurship proposals should build capacity in those areas while also prioritizing inclusion of underrepresented groups, including women and Afro-Brazilians. Finally, U.S.-Brazil Shared History and Culture projects should help Brazilian audiences better understand U.S. history and culture, highlight shared historical and cultural connections between the two countries, and foster institutional partnerships that sustain shared-history and cultural programming.

The application process is structured in two steps with separate deadlines. Step I is a brief pre-proposal due July 5, 2020, designed as an initial screening stage. The pre-proposal must be submitted by email to BrazilGrants@state.gov and must be in English as a Microsoft Word document using Times New Roman 12-point font, double-spaced, with numbered pages. The pre-proposal should be about two pages and needs to include the project title; the requesting individual or organization; the project manager; contact details (email and phone); intended audience; project start and end dates; a clear problem statement describing the issue the project intends to address; a 100-word-or-less project summary explaining proposed activities and how they connect to U.S. Mission Brazil goals and the bilateral relationship; and a budget summary listing the total U.S. government funding requested, any cost-sharing (if applicable) and its source, and the main categories of expenditures.

Step II is the full proposal due August 16, 2020, also submitted by email to BrazilGrants@state.gov in the same formatting requirements (English, Word document, Times New Roman 12, double-spaced, numbered pages). The full proposal must include a cover page with the basic project details and a project summary capped at 100 words. It also requires a background and justification section describing the applicant institution, the relevant experience and capabilities of the project manager, the core problem being addressed, how the proposal supports U.S. Mission Brazil priorities and the U.S.-Brazil relationship, the intended audience, any complementary programs, how the need was identified, a timeline, and key personnel. Applicants must provide objectives that spell out what changes the project expects to produce for the intended audience (for example, improved skills, increased capacity, or greater public awareness). A detailed budget in U.S. dollars is required, along with a short explanation of procurement and financial policies and basic information about the institution's accounting procedures and financial situation. Proposals must also include a monitoring and evaluation plan emphasizing SMART objectives and performance indicators tied to activities, plus a risk assessment that identifies potential obstacles and lays out mitigation steps.

Administrative requirements are also central to eligibility and submission. Applicants must submit the appropriate SF-424 forms (institutions typically submit SF-424, SF-424A, and SF-424B; individuals submit SF-424i and SF-424B). Organizations pursuing federal awards must have required registrations, including a unique identifier (the notice references a DUNS number), an NCAGE/CAGE code, and an active SAM.gov registration, all free of charge. In terms of who can apply, the Public Affairs Section encourages proposals from civil-society organizations, local civil society representatives, think tanks, NGOs, academic institutions, and individuals. Cooperation and support from federal or local government authorities is welcomed, but for-profit and commercial firms are explicitly not eligible to apply.
